Why DId The PRC Bus Drivers Go on Strike?

My buddy emailed me this video to help me understand why the PRC bus drivers went on strike.

Maybe SMRT and MOM can learn some from this video.

Well, maybe not. See [Link]

Not the same. Whether one gets the same pay or not depends on one's qualifications, understanding of Singapore roads and highway code (left hand drive in PRC vs right hand drive in SG and Malaysia), ability to read road signs in English, ability to communicate with all customers including tourists, Malay and Indian commuters, whether perks like accommodation and transport is provided, contract or permanent staff, whether CPF is payable which lowers the take home pay further etc. Face it, different people has a different "market value" in this marketplace. For 2 persons applying for the same job, the asking price could be different depending on the qualifications and apptitude. My 2 cents. I am sure you feel strongly the PRCs derserve the same pay for whatever reasons. So it is not so clear cut. And I think this case is not a big issue and not life threatening and has not caused much disruption in service. There is no need to keep harping on it.It is very easy to be a talker and keep waiting for someone to make a small mistake and start pointing fingers. That is the problem with most Singaporeans. All waiting for the next big thing to blame people. And when people or SMRT has been serving you reasonably well over the years, not a single word of thank you. Just one or two mistakes, you will make a big fuss and say it deserves to be fired.

anon 4:29 PM - i always think smrt is a lousy service. it never serves us well. always so crowded, late, smelly or dirty. so many issues yet the management paid themselves millions and paying the staff peanuts. thats the whole issue. the management are all busy counting monies, going holidays, partying and no time to take the public transport or work properly themselves.

At December 5, 2012 at 5:28 PM , Anonymous Anonymous said...

will MOM and SMRT learn? NO, cos they are too highly paid, too busy going holidays (just like the SMRT CEO), too busy thinking how to screw up workers and passengers lives instead of doing serious work to improve the services that is going down hill since ten years ago.

SMRT should pay the same basic for the different nationalities but make deductions from their total pay package. There is no then need to convince them that their pay is fair compared to other drivers.
By getting lower basic than other drivers, the PRC drivers are shortchanged with lower overtime payments and bonuses as those are calculated off basic pay.

I'm sure HR would not have overlooked this point. The pay package is carefully measured and calibrated.

Ask them to watch those video ?

You must be kidding.
Since those zorro frogs are deaf to all criticisms, you think they won't be blind to all criticisms ?

If they really want honest criticism, they will not wait till shit happens then start wayanging.

That those deaf frogs are also dumb is an understatement. Or are they just playing dumb.

Are they really serious in saying that this strike is a 'wake up call' after all these years? A strike that lead to a discovery that we cannot depend too much on foreigner workers? Are our leaders sleeping or just plain myopic and cannot see what already happened in one of the Middle East country not too long ago involving Filipino maids (I think)?

We in cyberspace have been talking about foreigners taking the lead in fighting for their rights one day, even if Singaporeans are too meak to do anything after having been sold out by the NTUC. Perhaps they think that Singapore is too tightly controlled and events that happen elsewhere cannot happen here.

When those PRCs signed the contract in China, it was clearly stated 5 day week. Recently, they increase the pay for locals but much lesser for Msians and $25 for PRCs but change it to 6 day week. I'm not sure if PRCs need to work 6 day week instead of 5 day week. But OT is definitely less in the new rule. Ask yourself who broke the rules first?
We also read that their grievances started in Sep. That union chief has disappeared to pte sector. Since they got no avenues to turn to and the mgt refused to entertain their problems, what you expect them to do? It's a desperate last resort stupid! Think before you shoot and comment. Analyse the whole situation thoroughly. It's not as simple as they committed an offence when they strikle. So they need to be harshly punished! It's more than that. Why then Singhealth and the rest having nervous breakdown now after the strike? Why now only they start looking at workers welfare all of a sudden? If they didn't strike, it will be business as usual. No one would bother about welfare. It's a good wake up call from those PRCs cuz locals got no choice but to bear it out till the edge of doom. "Lan Lan lah!" Get it ?

I think some of who are supporting the same pay as Malaysians and Singaporeans are missing the point. They key complaint is never about the work week or the working hours. The change from 5 to 6 days did NOT increase the total working hours of 44 hours. Why are these missing from the commentary? Don't just listen to SDP. So my company change my work week from 6 days to 5 days with no change in overall hours, does it means I get a pay reduction? It works both ways ya. And if you read the "notice" written by the PRC instigator for those who can rad Chinese, their reason for the strike is to get some "dignity" and demand to be paid as much as the permanent employees. The accommodation and work week are "new" issues raised later to get you all riled up and to support them. Don't be so stupid to be used by the PRCs. That is the problem of most Singaporeans.

At December 6, 2012 at 10:27 AM , Anonymous Anonymous said...

And someone keep saying changing the work days (without increase in working hours) cause lower OT and lower pay. Do you know there is also an increment that is not required under the agreement which was given. Why only report one side of the story? HELLO? HELLO? Since when is OT guaranteed? I know these PRCs like to work OT to get more pay, but no company is going to "guarantee" you will get x amount of OT. So if resources are now allocated more efficiently such that the OT of each employee is lower, please do not blame the employer.

At December 6, 2012 at 10:49 AM , Anonymous Anonymous said...

And I know Vincent and SDP and their Internet Brigade keeps harping about the lower OT after resources are re-allocated. But in the first place, is OT guaranteed? A company sometimes have to change the work week, 6 days to 5 days, or allocate resources around to suit new traveling patterns or customer demands. As long as standard working hours remain the same, is that such a horrible thing? And if it results in lower OT and more rest hours for the worker, isn't it a good "problem"? And for those who keep going out of point and complaining how PRCs got lower OT, that wasn't their chief complaint. If you can read Chinese, I would encourage to read the notice in Chinese that prompt the strike. It was about getting the same pay as the permanent employees.

At December 6, 2012 at 10:52 AM , Anonymous Anonymous said...

And please do not bring up other matters to cloud the issue and address the chief complaint of the strike. They went on strike to disrupt services to extort for higher pay, in particular same pay as their English speaking colleagues who learn their pass their driving test in Singapore. So go the point. Do you think we should put aside our law and give the PRC drivers what they wanted? Please do not go around saying "it could have been prevented" on hindsight and start pointing fingers. Just come to the point, what would you have done. Give in to their extortion within one day like a coward?

There's a job opening offering 42 hours work per week.
Definitely better than the 44 hours norm.
But it is a 7 day work week job.
I believe the job is specially tailored to suit your needs.
5 days, 6 days, 7 days make no difference to you.
According to your words, not mine, as long as the change from X days to Y days did NOT increase the total hours of Z hours.
On top of that, a 2 hour discount per week was thrown in to make the whole deal more attractive for you and only for you.
Leave me a note if you are still interested.

Please lah. Have some sense. Call a spade a spade. If govt want to call it a pay increment, no hanky panky to say that it need to work one extra day. This is not a pay increment literally, and not by the usual way we understand. Simply don't be stupid. If the govt want to give debate, don't just tell us it is free money when at same time start increase other ridiculous hike (medisave, gst, electricity cost , etc) ....

1. Unemotional people do not feel unfairness.
2. Singaporeans are the most unemotional in the world.

Therefore, Singaporeans can tolerate the most unfairness.

Not to worry, if Singapore Govt, employers and Union leaders have been fair, that would be the last case. If the Govt, employers and union leaders are not fair, God have eyes, more strikes and worker actions will continue. As represented by Ong Ke Yung, the holy trinity of Govt, employer and union leader will fail cos the worker bee is not effectively represented. If it is, our cleaners would not have to suffer declining real wages over the past 10 years. God have eyes, Chinese workers have helped open all Singaporean eyes.

There is no one extra day. The working hours remain the same. It's like some companies reduce your working days from 6 to 5 and yet did NOT decrease our pay. Let's be fair both ways. And I think the alternative media has hidden the fact that there is in fact no increase in working hours. In fact, it results in lower OT, and lower working hours for every employee after some reallocation of resources. The PRC workers is also upset that they now work LESS OT. So did you realise you guys are hearing what you want to hear and contradicting yourself?

At December 7, 2012 at 9:42 AM , Anonymous Anonymous said...

One extra day is very different from same working hours per week and may require to work some times on Saturday without increase in working hours. The internet is full of half truths. It's a mere reallocation of resources, especially when customer demands are increasing during weekends. In fact lower working hours for the worker which they are not happy about. They wanted more OT, i.e. work more hours. Totally contradicting. And someone also complain how come OT decrease? Wah lau. Like that everything you will complain. OT reduce complain, say not enough pay. OT increase u will also complain, say work too hard. Both ways, you complain.

Don't forget that SingHealth runs a cluster of poly clinics and hospitals. Philipino FTs ie nurses, social workers, therapists, receptionists, clerks etc all either Phinoys or PRCs make up the main bulk of manpower. Heath care is also essential service industry. The impossible has happened. It will be nightmare if its spread to this sector. If you were the CEO of SingHealth, do you fear their striking power? Having a nervous breakdown is an understatement if it ever struck!

Frankly, before we start blaming government, including hard core SDP supporters who were jumping into conclusion, perhaps we should really look into the employment contract. Did it say strictly Monday to Friday 5 day week? Or did it merely stipulate the number of hours, i.e. 44 hours clocked per week? Because I notice this blog and SDP has been harping non stop about the 5-day Monday to Friday week tingy in the employment contract which I believe you are speculating as well. As I'm surprised actually that as a bus driver, they actually have strictly Mon to Fri workdays becos buses still run on Saturdays right? I really plead to have some credibility, you should check your facts on the Mon to Fri work week in their employment contracts. Including SDP. Or else you lose credibility.

At December 7, 2012 at 9:56 AM , Anonymous Anonymous said...

Hi, did anyone get to see their employment contracts that say they only have to work Monday to Friday? I am just curious because every post here seems to say that SMRT change their employment contract? Why would a bus driver employment contracts says Mon to Fri only? Just like nurses and other jobs, they have to do some shifts right? I'm just curious because every here seem to think working Saturdays for a bus driver is exploitation? You mean you don't bus service on Saturdays or even Sundays? Did their employment contracts say they have Mon to Fri work week? I think this appears to be the MAIN complain of most online media (even though the bus drivers complaint appear to be PAY rather than work week). So online media has changed the focus from PAY to work week. So perhaps someone could shed some light on whether bus drivers employment contracts is only 5 day week Mon to Fri? Or else all the online media is going to lose all credibility, esp when you deviate from the original grouse of the drivers to suit your personal agenda.

Or maybe only Singaporean and Malaysian drivers need to work on Saturdays? Then that probably explains why they are paid more. Sorry, I just hope the online media and rabid PAP haters can take a step back and review all evidence, including those not supporting the PRC drivers claims. I actually find the claim that they only need to work Mon to Fri odd and need further investigation. Buses still run on Saturdays and Sundays. So unless only Singaporean and Malaysian drivers drive on weekends and those PRC drivers don't have to. But all the more the SG/Malaysian drivers should be paid more then. I hope the rabid PAP haters understand what I am trying to say. Let's review all facts.
